Add configuration to disable DMP feature in RDS

In Sweden most universites have dedicated DMP tools e.g. DMP Online or Data Stewardship Wizard.
For these universities it would be confusing to have another DMP tool inside RDS so it would be desirable to be able to disable this feature.
