Create an API and client to generate demo tokens

The https://demo.scitokens.org website can create tokens understood by services in a demo capacity. This project's deliverables will be:

1. An API built into the demo.scitokens.org website to generate tokens with arbitrary claims.
2. A python client to request tokens, which arbitrary claims. This client will be included in the python scitokens library.

I think the API is implemented in https://github.com/scitokens/scitokens-heroku/blob/master/app.py and the client is demonstrated in https://github.com/SciAuth/scitoken-demo so is this done or is there more work needed?

I would like an official tool distributed with the python scitokens library to implement this. Though, it wouldn't be much more than wrapping what we showed in scitoken-demo with command line options.
