Can't make admins on a dedicated server

If you're hosting a dedicated server disconnected from any players, there isn't any way to promote a user to an admin and thus actually make use of the mod. If there's no admins initially, you require admins to use the player management tool to create new admins, thus leaving the mod in a state where it can't be used for anything as all functionality requires admin permissions.

On a dedicated server the server console can use the /DLAdmin command to assaign an admin user.

I try this command and it doesn't actually work - I try to add an admin and it repeatedly says that the admin status is removed instead of adding admin status at all. Notably, it never once said it was given, nor did the game ever function as if it was (I did try despite the erroneous message and got nowhere)
