Add extra parameters parser and return #1

@nik-os when returning packages list we must also get this packages extra parameters collection,this will give us ability to specify if we need to compress this package, not only load to core, we can set identifier for this package or even specify route-handler for some it's functions, this will give us ability to create runnable and compressible modules for SamsonPHP without relation to core, and also will give ability to use web interpretation of external packages in some way.
