Cave carrots are never plantable on 1.21.1, regardless of mods. Unless JEI is breaking it. Just tested by just installing miner's delight on vanilla neoforge (latest version)

Was plantable in 1.20.1 forge, but not in 1.21.1 neoforge.

Cave carrots can be planted on rich soil in 1.21.1, but not regular soil.
