Add Compilation of Gettext Translation FIles to Github Workflow.

• Removes existing compiled objects from our repo introduced in Multiple Language Support #43
• Will possibly need to make the Gettext support optional when developing locally.
• Will need to confirm all of this works with the distributed Windows package (it should, I just haven't done it before).
