Pain

Change the section title from 'Latest Rules' to 'Latest Rule Changes' to accurately reflect that the section includes changes to existing rules, not just newly written rules.

Acceptance Criteria

1. The section title 'Latest Rules' is updated to 'Latest Rule Changes'.
2. The change is reflected across all relevant parts of the application where this section title appears.
3. Ensure that the update does not affect the loading or display of the rules.

1. From the same view you can have the actual LATEST RULES (CREATED), so the title change would make this one incorrect...

+1 to make this heading title better though
