🐛 Bug - Incorrect Display of Latest Rules on SSW People Page

Pain

The 'SSW People' page incorrectly displays outdated rules as the latest ones. A rule edited yesterday is not showing up as the most recent.

Acceptance Criteria

1. The 'SSW People' page should display the most recently edited rules at the top.
2. The rule 'Do you follow best UI practice for destructive buttons' should appear as the latest if it was edited yesterday.
3. Ensure that the rules are sorted by the last edit date, regardless of who made the edit.

Reproduce Steps

1. Navigate to the 'SSW People' page.
2. Scroll down to the 'Latest Rules' section.
3. Observe that the rule 'Do you have a design system' from two months ago is displayed as the latest.
4. Note that the rule 'Do you follow best UI practice for destructive buttons', edited yesterday, is not displayed as the latest.
