Implement fundament for mehaheuristics usage (TBD: C++ or Rust).

Possible metaheuristics: evolutional (genetic), simulated annealing, etc.

Current state

No metaheuristics used yet.

Problems

• Also need to design "mutations" of circuits.
• No guarantees on efficiency.
