Add Startup check

Add Startup check that:

• Creates needed folders and databases
• checks consistency in database

CSVParser: CTOR: Failed to create new Database: basic_ios::clear: iostream errorterminate called after throwing an instance of 'csv::Error'
what(): CSVParser: Userinfo: Error creating new Database: basic_ios::clear: iostream error

When the Data folder is not found this Error gets thrown and not handeld

Another feature needed on startup is to initialize the working directory path in fm.
Thus the function does not have to be called every time and I can simply access a string variable.
