Create Revision Version for Version Locking

I think we've got a case in ml/arbitrary-data-api where a new pushed version of node-service:10 broke the docker build. They haven't changed the code in 7 months, but it doesn't build now while trying to migrate cd pipelines.

It'd be nice to have a node-service:10.x to version lock on to if consumers don't want to update.
