Archiver: Option to leave old requests

I participate in a couple of rooms where we basically want to keep requests alive until we explicitly decide to archive them. It would be nice if the archiver script could provide a per-room option to say "keep stale requests; only move actually completed ones" but I could not find a simple way to implement that with the curren code.
