filter_observation behind date, update for GOES-19 and GOES-18 #37
Description
The function in bdf.py called "filter_observation" needs to be updated to account for GOES-18 and GOES-19. It currently accounts for CSVs made for GOES-16 and GOES-17. I believe these show the times of when the satellite operates (and accounts for the flipping of GOES-17). New CSVs should be made for GOES-18 and 19, and GOES-16/17 CSVs might need to be updated since they have been replaced.
