Pickling programmatic designs

Python based designs can take a long time to load, it may be beneficial to use some form of caching system to speed this up.

This problem is relatively complex as any changes to designs or parents would have to be checked for when reloading the cached models. This should not be completed without a very strong set of unit tests.
