GHG facilities #12
Description
Currently the ontologies for ghg implies that all us_frs:FRS-Facility are coso:ReleaseFeature. This is incorrect. Only the facilities that have known releases are release features, so this needs to move out of the ontology and into the triplification.
Additionally the ghg identifier should be added to FIO repository, not SAWGraph, so this part of the triplification needs to be separated into a different output ttl file.
