Remove kwg-ont:sfWithin from states

The sawgraph-spatial-ontology.ttl infers kwg-ont:sfWithin from kwg-ong:administrativePartOf (the latter is now a subproperty of the former). These statements have been removed from counties and county subdivisions but were missed in the states.
