[FEATURE] Create output table for jobs estimates

The preliminary exploration of annual jobs estimates requires an output table to write results to.

Describe the solution you'd like

Add an [outputs].[jobs] table to the sql/create_objects.sql. We want to have it contain the fields of [run_id], [year], [mgra], [industry_code], [industry_title], [value].
