Model data on local drive to be copied via DOS commands instead of EMME

When copying model data back to T: drive (from C: drive), it is both taking longer using EMME functions and failing at the rate of 10%-20%. A new script based on DOS prompts is expected to be faster but there might be other EMME database related things to note and address.
