I have installed and tested the uninstaller multiple times. I never ran into that problem. I do not think that it would be possible with what access the driver has especially with it running in user-mode.

If anything, I will assume you tried to install this through DS4Windows and installed HidHide at the same time. HidHide (and previously HidGuardian) has been known to have that problem for years when the installer fails or a Windows update gets installed. Those drivers never set up the class filter properly to avoid either problem despite me giving the fix to Nefarius. When the UpperFilters listing does not exist, it breaks support for all HID controlled devices including mouse and keyboard. Recovery Mode would be needed to fix the problem after it happens.
