Allow the host/black to reorder the players in the codemaster queue list

Allow an option for Black/Host to change the order of the players in the queue list. Perhaps adding up/down arrows to move their names.

I find at times, users accidentally leave or get disconnected and have to rejoin only to be at the very at the bottom of the list. Having this option would make it easier for host/black to change the order.

I've gotten tons of requests for this, but I've deferred it until I have rewritten the panels as UI elements instead of legacy input elements. I know that the UI allows draggable elements, so I might just write it so that people can drag the elements to a different spot instead of clicking up/down arrows to rearrange them. Would be a better alternative. I need to look into this to see, though.

Permissions won't be for host, but rather table admins.
