[FEATURE] Breeding cooldown (similar to mob-owner/horseinfo from nametags) #2000

A detailed explanation of what this feature should be.
Similar to horseinfo under nametags shows speed and other usefull stats. I would like an extra feature that makes a cooldown nametag or something like that appear when toggled on.

i just wanted to farm cows to craft books, but idk how often i can breed them. it would make it easier to track. if there was a timer appearing similar to how a nametag appears when looking at a mob.

I know this can be done via external mods, but these mods may not update as often as rusherhack to remain compatible.
