Docker stats seem off, I think it is not a percentage

Looking at the docker stats, it seems like it is showing relative usage (1 = one full core), not a percentage as is shown in the UI.

Does that make sense?

I figured this was a UI / presentation issue, but it is bigger than that. AFAICT the Wh / CO2 numbers are way off too (at least for Docker). I can craft a PR for this but my PR's are piling up a bit.
