Add option to suppress '[%<anything>]' elements in '{}' comments in game display and export.

Posts in https://ecforum.org.uk/viewtopic.php?f=2&t=14759 suggest large volumes of the '{[%<anything>]}' construct are needless noise for human viewers of games.

It is reasonable for ChessTab to provide an option to suppress them in game display and export.
