Start ChessTab Exception on Microsoft Windows

The exception "No module named 'resource'" is reported when attempting to start ChessTab on Microsoft Windows.

The Python module resource is unix only.

The problem affects dev versions since 8.0.2, the latest non-development version, and will likely be fixed at next commit.
