when it is opened with one aplication the file should be saved in /tmp

Hi,
I recently notice that when I open a file in pdf viewer (okular) in linux the file is saved on $HOME/Downloads in the same location of "save file" .
When I opened the file in a app , I think that should be saved in /tmp place to be automatically cleaned after sometime , place for saved files are, in my mind, one place where we really want keep the files , not the same of temporary files .

This is Firefox behavior that is not configurable by extensions.

Do you get the desired result if you visit about:config and set the browser.download.start_downloads_in_tmp_dir preference to true? This preference was introduced in https://bugzilla.mozilla.org/show_bug.cgi?id=1738574
