Improve Upgrade experience

When updating the TelligentLocalInstance module, you have to both update the module, then re-run the Initialize command to create any new folder structure that may be . (Strictly speaking you may not always need to run the Initialize command, however that command should be idempotent, so it's easier to say you should always run it, rather than trying to document when it is and isn't needed.)

Update-Module TelligentLocalInstance
Initialize-TelligentInstanceManager C:\TelligentInstances

We should remove InstallDirectory from being a required parameter on Initialize-TelligentInstanceManager as in the upgrade case, we can determine the value from $env:TeligentInstanceManager
