Flag to tag timeouts as permanent failure #289

What happened:
Currently all timeouts are tagged as temporary_failure, sometimes there is need to tag this kind of errors as permanent.
What you expected to happen:
introduce new flag which will tell smsc to tag timeouts as permanent/temporary failures.
How to reproduce it (as minimally and precisely as possible):
its possible to see this errors in CDR logs.
Anything else we need to know?:
code is implemented, i open this issue to tag code to some feature request

- Restcomm SMSC Gateway version (from startup logs): 8.x

introduce configurable flag via CLI, to be able to tag timeouts as permanent failure
