Backup EC2 AMI option

@dnkennedy @satra I was able to produce an AMI with the same setup as the VirtualBox VM.

I created a Vagrantfile to simplify getting it going. Instructions are at the top of the file:

The hurdle to get over for its use is the setup of the AWS credentials and security groups.

If not used, that is okay as it moved the ball down the field on a couple of NITRC-CE tasks that needed time and attention.
