Phosphor/Integrated Dynamics dark chunks

Upon world reload, Phosphor causes any chunks containing Integrated Dynamics networks to be loaded as completely dark.

This affects the entire vertical chunk, from y-64 to 320. Mob spawns and blocks requiring sky access are affected by this issue.

This issue is observed in the modpack All the Mods 8.
