[Design System] Add additional weights for Public Sans

What needs to be done? Why does it need to be done?
Newer designs call for font weights of 400, 600; these should be added to the @fontsource imports in the design system, and known instances of applications defining these weights independently (in Workflows, see TODO) should be removed in favor of a design system upgrade.
