Create a legend component for charts #63
Description
What needs to be done? Why does it need to be done?
Charts that use color coding generally need to be accompanied by a legend; the design system should provide a basic one that supports a simple and generic API (similar to what the chart components themselves support, if there are any at the time of implementation).
Additional context
There have been two implementations in the wild already, in Spotlight and in the Admin Panel.
