Framed Item Pipe

So... what are Framed Pipes for? I watched several tutorials and wikis, but none of them mention Framed Pipes. At first, I thought they were for camouflaging pipes, but I couldn't get them to change texture; they just stayed as a solid block pipe.

can I just say that this is a — to put it as nicely as possible — R*TARDED move. The blocks LOOK like they should be disguise-able. The blocks ARE NAMED like they should be disguise-able. I spent FIFTEEN MINUTES trying to disguise them or find a wiki article that tells me what they do.

I'd also like to note that the name is misleading, and seems to imply that you can disguise the look of the pipes.

Just wanted to add, i've noticed that these framed pipes are also not destroyed when placed in Lava
