Deployment scripts misbehave with infura

Step 3 of the deployment does various manual nonce management. Sometimes this will error out with errors about replacement fees being too low. Other times it may be just doing the wrong thing.

We can fix this by completing and merging

Alternatively run the script with a local node (for sepolia you can use http://sepolia.backstop.technology) which should do things in order.
