Removing a feature flag from #1313

Issue Description

• Remove the dev feature flag from the "Close Button On Update Progress" on the status site, as the feature has been tested on production and is ready for general use.

• Currently, in order to access the cross/close button on the update modal user needs to put ?dev=true flag in the URL.

Expected Behavior

• The 'Close Button' should be accessible for all the users on the status site.

• After opening an 'Update Progress' Modal, you will seethe
