Publish each of the projects in the monorepo based on changes

After #78 I need to start exploring the portion that versions and publishes the projects. This needs to be based on the conventional changelog system as long as the version is at least 0.1.* otherwise it needs to only pump the patch version for anything that has changed. This stuff will probably be solved by KI/KD before I do it here.
