Leverage built-in roles

Currently, BabelBot uses its own system for determining superusers.
Instead, it could leverage built-in messenger roles to determine which users can manage a group's "translation users" (users BabelBot translates for).

This option should be configurable, since low-budget operations might still prefer to have strict control over who can increase translation load.

@jagoe I'm all for brainstorming this, I definitely see the use in it.
I'm thinking, if the messenger roles have clear string representations, maybe there could be an options section with a mapping of built-in roles to (by default empty) arrays of messenger roles or something like that. Definitely needs some thought, I'm sure there's an elegant way hidden somewhere 😅
