Have a configurable stage-in/out prefix #115
Description
It would be useful to provide a prefix to stage in and out requests so that we can have storage mounted in a configurable location.
Paths that the user requests would be resolved first (with realpath or similar) to strip ../ and expand ~ and $HOME, and then prefixed with the configurable path.
