Respect (lack of) FastROM addressing when searching for freespace

Using `freespace_settings start=$008000` causes Asar to start address searching in the fastrom region instead (it acts identical to setting the start to $808000). While probably a minor issue, it is not consistent with the request. It may also prove problematic for cases like when SA1 is involved (?)
