lilee_reinforcement package not included

Building straight from a clean clone of the code fails with a notice that lilee_reinforcement/State.h can't be found while building lille_follower. It seems that this package isn't tracked in the repo. Any chance you could add this?

Just simply delete the whole folder [lilee_follower], doing this, I pass the 'catkin' command
