Installation of OpenOrbitalOptimizer #384
Description
There are submodules for OpenOrbitalOptimizer and armadillo.
OpenOrbitalOptimizer depends on armadillo, and both are CMake projects.
The configure script should be modified to include the automatic installation of armadillo and OpenOrbitalOptimizer in the $QP_ROOT.
This work should be done starting from the dev-stable branch.
All changes should be made only in the configure script.
@copilot #385 was a failed attempt. Restart from scratch.
