Add "Always-on" policy to blueprint

We've streamlined the process for launching environments in Torque.
Now, when launching an 'always-on' environment, users won't encounter duration settings at all, making the process smoother and simpler.
For space developers, the duration policies section clearly distinguishes between Ephemeral and Always-On durations, ensuring that only relevant fields are displayed for selection.

These UI enhancements reduce confusion for both end-users and developers, delivering a seamless experience for all.
