Change environment owner and collaborators

To facilitate your application development activities and collaboration, we've added the option of changing the environment's owner and assigning collaborators, allowing others to perform actions on the environment, like extending/ending the environment, reconciling/updating drift, etc.

Collaborators are assigned when launching the environment, and a notification email is sent to the owner and collaborators (requires notifications to be configured in the space).
