Docs: guide for adding a new UNU.RAN sampling method

There is no written guide explaining how to extend the UNU.RAN integration with a new sampling
method. Adding a method currently requires touching five separate files in a specific order with
no documented contract between them. A contributor unfamiliar with the codebase has no path
forward without reading the entire sampling subsystem.
