Update to OpenRC 2.0 beta 2

Hi guys. Just a heads up that using OpenFTC in competition has been ruled illegal by the GDC. Updating to OpenRC 2.0 beta 2 (the new name for OpenFTC-app) will add a new stockDebug build configuration that uses the stock libraries and is therefore legal by this ruling.
