TTS/STT: Language and Per Provider Config Template for Glific

**Describe the current behavior**
Currently no way to do A/B testing of configs wrt TTS/STT.

**Describe the enhancement you'd like**
Recommeded preset configs by Kaapi with smart defaults divided by language per model.

**Why is this enhancement needed?**
Easy to use config templates by the end user instead of running experiments by themselves.
