Add option to disable the patch message.

A simple option that hides the message "Rosé patch enabled" on every startup would be a nice quality of life feature to add. It doesn't have to be on by default but it would still be nice because I think a cleaner boot experience is better, and also giving the option gives users a choice.

Similarly with pretendo, I think any automatic notification should have a way to be disabled
