New Enchant - Vial Enhancer #9

Not sure how I feel about it, but a new enchant called
"Vial Enhancer". This would be a low level (1) enchant.
Mining with the enchant will have a low chance to "enhance"(upgrade) one of your vials in your inventory to the next tier, excluding Epic.
I think it's a cool idea, but might be too op if developed wrongly. It would have to be balance and random, so it doesn't proc constantly.
