Improve stale workflow

Extend stale workflow:

• label issue when unstale with : "status: Pending"
  • (labels-to-add-when-unstale)
• remove "status: waiting response ,status: needs more info" when unstale
  • labels-to-remove-when-unstale
• add close-issue-label : "status: inactive"
• remove debug-only
• remove only-pr-labels
• add persimissions: issues: write
• add GitHub token generation, to send comments from our "bot"
• add workflow_dispatch trigger
