Spike: Determine where Python twitter-integration apps should run in cloud

Due diligence to decide where Presterity Twitter integration apps will run in production. Possibilities include Heroku, AWS, Google Cloud Platform, etc.

Requirements:

1. Free or inexpensive
2. At least as reliable as Heroku and Confluence
3. Dashboard providing visibility into what is running where and resources being used
4. Access to application logs
5. Support for continuous deployment
6. Connectivity to cloud-hosted database

Deliverable: Write up of investigation and resulting recommendation
