package installation error

i am doing the second step for creating the virtualenv but the required packages is not getting installed as 
this is the error i am getting

Defaulting to user installation because normal site-packages is not writeable
ERROR: Could not open requirements file: [Errno 2] No such file or directory: 'requirements.txt'

help me with this
